Plymouth

Plymouth is an overseas territory of the United Kingdom which is located in the Caribbean Sea, it was once the capital (no new capital has been formally created) and only port of entry to Montserrat but due to huge volcanic eruptions the city was abandoned and the southern half of the island was declared an exclusion area. Lost facilities have been recreated elsewhere on Montserrat, but more than two-thirds of the island's population was evacuated overseas.
